I'm searching for a method to integrate the BSC ideas in the budget system..any ideas or material existing?

Question is, can you really incorporate the BSC into another system. From a tool perspective it might be quite challenging. The BSC should have some strategic management system implemented that runs the Strategy maps and Scorecards, with Measures, Targets, and Initiatives. Subsequently the system should have dashboards as well with a functionality to cascade down to individual scorecard level.

The budget would typically reside in the Financial Perspective with Objectives like reduce TCO, Optimise Shareholder value, etc. Measures with targets should be identified for the objectives.

There are budgeting solutions whihc allow you to tie expenses/budget categories to strategic objectives so you can link them back to a strat plan/scorecard. Checkout GovMax
